Expedited cross-party adoption · not enacted

Preparatory non-profit and future Order: separate governance.

The board described here is proposed for the preparatory non-profit. The future Order’s first board would be constituted under the enacted Act. The first election for the six elected seats and assumption of office would occur within one year of the first board taking office under section 56. The two Office appointments would remain separate; the board would choose the president from among the six elected directors. The registry’s minimum 24-month period would still run from the first board taking office.

Once incorporated, the preparatory non-profit’s board may seek cross-party cooperation with government and opposition parties to encourage priority legislative consideration, independently of political parties. No endorsement or expedited timetable has been secured.

Proposed regional representation: directors would come from at least four of Québec’s 17 administrative regions, including one person living outside the Communauté métropolitaine de Montréal. Residence would be verified and replacements would seek to preserve diversity without invalidating decisions during temporary vacancies.

The proposed board of the preparatory organization, not the future professional Order’s board. This page presents the proposed board of the preparatory OPSI non-profit, whose incorporation is being prepared. It is distinct from the future professional order. Its official name and NEQ will be confirmed after incorporation. Governance of the future professional order is a separate proposal. The preparatory role of the non-profit is intended to be transitional: if a professional order is created, the existing legal person could continue as a distinct Foundation after duly amending its name and purposes, without automatic dissolution and subject to creditors’ rights, restricted donations and statutory formalities.

Governance charter for the initiative

A governance proposal
that must be verifiable.

These commitments describe the framework the preparatory non-profit intends to adopt. They do not replace an actually constituted board or the practical application of these rules.

01

Publish each appointed director’s name, background and principal employer.

02

Publish relevant affiliations and require declarations of conflicts of interest.

03

Require a director to recuse themselves where a decision directly concerns a significant personal interest.

04

Clearly distinguish personal participation from an official representation mandate granted by an organization.

05

Publish a summary of major structural decisions so the project’s evolution can be understood.

06

Publish the non-profit’s funding sources by major category.

07

Publish significant contributions where they could reasonably create an appearance of dependency.

08

Maintain an explicit separation between commercial advocacy and the public-protection mission.

09

Provide that, once incorporated, the preparatory organization's role would be transitional and that the same legal person could continue as the Foundation following lawful changes of name and purposes, without automatic dissolution.

Proposed stronger rules. five affirmative votes out of the six statutory seats and 75% of voting members for changes to purposes or abandonment of the independent Order; regular membership through good-faith self-declaration, one vote per regular member, non-voting associates, conflict disclosure, no presidential veto, and publication of accounts and approved board minutes. Read the non-profit's 21 proposed sections and policies.
Current status.

Six people have agreed to participate in the future non-profit board, and their professional affiliations are shown above. The non-profit has not yet been incorporated: formal appointments have not taken place and this governance charter is not in effect. The charter still describes proposed rules. Likewise, an invitation to any of the organizations listed above never constitutes support unless the organization expressly authorizes it.

Take part in the initiative

Contributing does not mean
agreeing with everything.

A stronger project starts with honest questions.

Express my interest

Fire-safety experience is relevant, but we also want complementary expertise in governance, administration, public affairs, regulation and public protection.

Joining the initiative does not mean approving every provision of the current proposal. We specifically want participants to question it, improve it and contribute to the choices ahead.

Our shared objective is to determine what oversight would be necessary, proportionate and useful to better protect the public in fire safety.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
