Understand the proposal for your role · 08

I am an insurer or insurance broker

Narrow access to active serious deficiency notices, with no general access to reports and no automatic registry authorization for brokers.

Proposed schedule

Insurers and brokers have different access rights

The proposal provides limited access for insurers under section 23. It does not automatically grant brokers their own registry access. Any intermediary would need appropriate legal authority and authorization without bypassing privacy restrictions.

Working proposal — these pages do not create a professional order. The described powers and duties would depend on adoption of the bill and the applicable laws.

01

How would this benefit us?

The aim is to let an authorized insurer identify an active serious non-compliance notice requiring action, without turning the registry into an industry-wide inspection database.

01

Useful information, strictly limited

For a building it insures or proposes to insure, an authorized insurer would see only the existence, nature and deadline of a current notice requiring action and the minimal incidental-origin indication. No administrative-review flag is created. Section 23 continues to limit access.

Read the provision · section 23
02

A query tied to a genuine insurance file

For a quote, a single query through the interface or an authorized API would require authentication, a stated purpose and logging. Automated scanning, prospecting and bulk searches would remain prohibited.

Read the provision · section 23
03

A status update without the underlying dossier

For a building already insured, a minimal notification could confirm that the relevant notice is no longer active, without disclosing the report, professional identity or supporting materials.

Read the provision · section 23
02

What the proposal would change for you

After regional activation, an insurer would have only legally authorized access. Before an increase specifically attributable to an incidental finding, it would have to reach the insured by telephone, confirm the information in writing and allow 72 hours. It would then check the status: no such increase if the notice is validly being addressed or closed, under section 48.

The proposal grants brokers no automatic account or independent access. Any use by an intermediary requires a clear lawful authorization and compliance with insurance regulation and privacy requirements.

03

What it would not change

No access to complete reports, plans, supporting materials, professional identities or notices outside the permitted category. The information cannot be used to build a parallel database, resell data or conduct bulk searches.

The registry does not replace underwriting decisions or the insurer’s and broker’s existing responsibilities. The proposed $10 per-report regulatory fee is borne by the covered building owner; separate access fees could apply to authorized users once the consultation service is available.

04

How it could work in practice

01

Before a region is activated, simplified monthly declarations do not create viewable documentary files or missing-report alerts.

02

After activation, an authorized insurer checks only the information permitted under section 23 for an insured building or a genuine quote. The query is logged and all access restrictions still apply.

05
CONTACT POLICYMAKERS AND THE MEDIA

How you can contribute

Share the proposal’s possible effects with insurance-sector regulators and professional-system officials, especially on privacy and the distinction between insurers and brokers.

01

Consult regulators and sector organizations

Raise questions about privacy, underwriting and broker roles with the Autorité des marchés financiers.

02

Contact government decision makers

Bring the restricted-access provisions and regional timetable to MNAs and the Minister responsible for the administration of the Professional Code.

03

Provide informed public input

Newsrooms may cover the proposal. Parliamentary submissions or testimony would be subject to consultations actually being announced.

Neither insurers nor brokers would have unrestricted rights to inspect or copy registry files.

06

Your difficult questions

Would a broker have direct registry access?+

Not automatically. The proposed access provision concerns insurers. A broker or other intermediary would need express lawful authorization and would remain subject to every applicable restriction.

Read the provision · section 23
Could I read the building’s reports and plans?+

No. An authorized insurer could see only limited information on active serious notices requiring action. Reports, plans and professional identities would not be disclosed.

Read the provision · section 23
What if the registry is not yet active in the region?+

The preliminary administrative system provides no access to complete reports, and the absence of a registry ID or deposit is not an alert. Consultation starts only after regional activation.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
