I represent another professional order

I represent another professional order

Coordination of fire-safety documents that respects professional authorizations, reserved activities and oversight by each order.

Proposed timeline

Other professional orders retain their authority

The proposed Order would acquire no disciplinary power over your members. Section 9 would add a common authorization for competent engineers and professional technologists to perform OPSI acts, with the same rights and duties as PSI members. Each professional would remain subject to their own order.

Working proposal — these pages do not describe an established professional order. The powers and requirements discussed depend on legislative adoption and applicable law.

01

How would this benefit us?

The proposal could make coordination across professions easier while clarifying each person’s responsibilities, without encroaching on activities reserved to other professional orders.

01

Existing scopes of practice protected

Engineers and other already-authorized professionals would retain the activities reserved to them by law. Clearer boundaries could help clients assign each mandate to the appropriate professional without unnecessary cross-validation.

View supporting provision · section 9
02

Responsibility assigned to the right signatory

Covered documents would be linked to the professional who signs or approves them, with information needed for follow-up. Questions about a finding could be directed more readily to the responsible professional instead of passing a file from one party to another.

View supporting provision · section 16
03

More efficient document sharing

Linking documents to the relevant buildings and professionals could make them easier for authorized parties to consult. This could reduce repeat requests for existing records and support cooperation while respecting professional boundaries.

View supporting provision · section 21
02

What the proposal would change for you

Competent engineers and professional technologists could perform the same OPSI acts as PSI members under the express authorization in section 9, without joining OPSI. Other statutory authorizations would remain respected. Covered documents would be filed in the shared registry under their signatory’s responsibility.

Registry administration could improve the identification of an author, their authorization at the time of the act and the document versions. It would not give OPSI professional-inspection powers over members of another order.

03

What it would not change

Engineering, design approvals and other reserved activities remain governed by the laws and orders responsible for them. An OPSI permit would not authorize an act reserved to another profession.

Ethical and disciplinary oversight of an engineer or other professional remains with their own order. The registry would be shared document infrastructure, not a hierarchy among professional orders.

04

How it could work in practice

01

An engineer signs a document subject to mandatory filing and links it to a building EDF_ identifier. The registry checks the relevant authorization information and keeps the document, versions and permitted transmissions.

02

If a professional question arises, the competent order retains its disciplinary role; OPSI neither verifies engineering calculations nor approves the engineer’s design choices.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

Bring the proposal to the leadership of your professional order, public decision-makers and newsrooms covering professional regulation and public safety. This can help explain the proposal and how it would respect existing professional scopes of practice.

01

Inform your order and decision-makers

Bring the initiative to your order’s relevant bodies and to elected representatives. Explain the document-sharing mechanisms and the continued protection of reserved professional activities.

02

Bring the issue to the media

Offer journalists background on how professions cooperate in fire safety. Clearly distinguish existing professional responsibilities from those being proposed.

03

Prepare for a parliamentary consultation

If the proposal is examined by a committee, an order or its representatives could file a brief and express interest in testifying. The committee would determine who may appear under its procedures.

The proposed OPSI would not outrank other professional orders or gain authority to validate engineering design.

06

Your difficult questions

Would this encroach on our reserved activities? +

No. The proposal expressly preserves rights conferred by other statutes. Practical boundaries may still need clarification; no provision should be taken to authorize OPSI members to perform design or engineering acts.

Proposed Act · section 9
Would there be duplicate discipline? +

Discipline remains with the order of which the person is a member. An administrative filing failure may be referred to the appropriate professional authority without making OPSI the disciplinary officer of another order.

Proposed Act · section 9 Proposed Act · section 16
Does filing amount to a second technical approval? +

No. The registry preserves the document, author and history. It does not confirm the technical correctness of a plan, calculation or design.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
