Proposed timeline

Public protection does not require simultaneous launches

Fast-track prioritizes the Order and professional competency oversight. A proposed regulatory fee per eligible report would feed the Order’s single general fund to support integrated functions, including development of its central registry before the later regional rollout. No new tax is intended, subject to legal review and applicable GST/QST.

OPSI seeks a non-partisan, cross-party legislative approach based on cooperation between government and opposition parties, without assuming agreement or removing consultations.

Working proposal — these pages do not describe an established professional order. Its powers and duties would depend on legislative adoption and applicable law.

01

How would this benefit us?

For the public, the intended benefit is more reliable prevention: identifiable professionals, findings that are not easily lost and important notices reaching the relevant authorities.

01

Professionals clearly accountable for their work

Covered reports would be signed or approved and filed under the responsibility of an authorized professional. This could help authorized bodies identify who is accountable for a finding and seek clarification when needed.

View supporting provision · section 16
02

Findings that stay with the building

Preserving reports and their history under the building’s identity could prevent useful information from being lost when an owner, manager or provider changes. The registry would remain confidential rather than becoming a public database of reports.

View supporting provision · section 15
03

Serious risks less likely to be overlooked

Serious notices would be sent to relevant authorities under the proposed rules. Better information flow could support prevention and occupant safety, without guaranteeing that risks disappear or imposing automatic intervention.

View supporting provision · section 28
02

What the proposal would change for you

The proposal would regulate professionals authorized to carry out certain fire-safety activities and make their individual accountability clearer. A registry would preserve covered reports, dates and documentary follow-up for authorized persons.

For the public, the intended benefit would be better traceability of findings and professional decisions. It would not provide unrestricted access to building records.

03

What it would not change

The proposal would not replace fire services, municipalities or the Régie du bâtiment du Québec. OPSI would not order repairs itself or acquire a general power to inspect every building.

Applicable technical requirements, owners’ responsibilities and the powers of other professions would remain governed by their existing laws and standards. The proposal alone does not establish that fires or insurance premiums would decrease.

04

How it could work in practice

01

An authorized professional examines equipment in the course of work required by applicable rules. Their report specifies the findings and the intervention date.

02

If a non-compliance reaches the serious-risk threshold in the proposal, the notice is documented and shared with authorized recipients; the registry preserves status history without replacing a public authority’s decision.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

You do not need to be a fire-safety specialist to raise awareness of the proposal. Contact your MNA and regional newsrooms to draw attention to fire prevention. You can also follow parliamentary consultations if the initiative reaches that stage.

01

Write to public decision-makers

Contact your MNA or the Premier’s office to bring the proposal for professional fire-safety oversight to their attention. Invite them to learn about the initiative and its public-protection objectives.

02

Tell local newsrooms

Contact a local newspaper, radio station or newsroom. Flag the proposal and the issues of preserving reports and routing serious notices without sharing confidential information.

03

Take part when consultations open

If a parliamentary committee launches consultations, you can follow its procedures, submit a brief or express interest in testifying. Oral hearings are subject to the committee’s invitations.

A well-designed registry could improve traceability; its cost, actual effects and benefits would need documentation before any numerical claims.

06

Your difficult questions

Could I see all building records in my neighbourhood?+

No. The proposed registry would not be public. Access, disclosure and reproduction would be restricted to legally authorized persons and purposes.

Proposed Act · section 14
Could OPSI force someone to carry out repairs?+

No. The proposal would regulate professional acts and the transmission of certain notices. Intervention decisions and powers would remain with competent authorities under their governing laws.

Proposed Act · section 53
Would the proposal automatically make buildings safer at low cost?+

Its aim is better traceability and clearer professional accountability. However, neither a reduction in losses nor the net cost of the regime is established in advance; those outcomes would need to be evaluated.

Proposed funding regulation · section 1
Can I report a danger even if I am not a professional?+

Yes, through existing channels to the competent authorities when appropriate. The proposed registry is not designed as a public portal for filing professional findings.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
