A review of legislative responsibilities, costs and rollout stages so the proposal can be assessed without conflating the powers of public institutions.

Proposed schedule

Establish the Order before activating the registry

A fast-track legislative process remains a proposal and must follow National Assembly procedures. The Order would exercise its professional responsibilities according to the applicable commencement dates; the full documentary registry would become mandatory region by region, at least 24 months after the first board of directors takes office.

OPSI seeks expedited, cross-party legislative adoption through non-partisan cooperation with government and all opposition parties. It seeks the broadest practicable agreement without assuming any endorsement, requesting closure or bypassing the Office des professions, consultations or parliamentary rights.

Working proposal — neither the proposed Act nor its draft regulations are in force. Public authorities retain their statutory powers, and all required consultations would still have to take place.

01

What are the potential public-policy benefits?

The proposal separates a professional-regulation decision — creating an order — from a second technological and administrative stage — requiring full documentary filing, one region at a time.

01

Professional oversight independent of the registry

The Order would administer competencies, ethics, professional inspection and discipline under its legal commencement timetable; establishing these mechanisms would not require all electronic filing services to be active.

Read the provision · section 2
02

More clearly defined access to records

Following regional activation, eligible reports could be linked to buildings and accessed only under statutory permissions, helping competent authorities without making the registry public.

Read the provision · section 53
03

Traceable funding with safeguards

Member dues and the $10 fee per eligible report would be regulated and paid into the Order’s single general fund, with analytical accounting and without claiming that potential administrative savings have been measured.

Read the provision · section 35
02

What policymakers would need to examine

Legislators would determine the Order’s mandate, the boundaries of reserved activities, transitional rules, the $10 fee and privacy safeguards. The Office des professions and relevant ministries would act within their respective statutory responsibilities.

The Government would determine commencement dates and regional activation dates. The proposed regional sequence would use verified numbers of buildings legally subject to the scheme, not speculative regional figures.

03

What the proposal would not change

The proposal would not remove existing statutory authority from municipalities, fire services, the RBQ or other professional orders. It would not itself require additional inspections or interventions beyond those already applicable under law.

Adoption is not assured, and the legal and tax classification of the $10 fee still requires validation. The administrative pre-registry would not require full report filing or building EDF_ identifiers before regional activation.

04

How the three phases would work

01

Establish the Order: appoint its first board, begin admission and professional oversight, with separate commencement dates for reserved activities.

02

Preparation: once legally authorized and operational, simplified monthly reporting and the transitional $10 fee would apply without full documentary filing; no mandatory regional activation during the first 24 months.

03

Regional rollout: the ordinary $10 filing fee would replace the transitional fee in each activated region, with no duplicate charge for the same report.

05
PUBLIC INFORMATION AND PARLIAMENTARY PROCESS

How to contribute to an informed review

An evaluation can distinguish issues that need legislation from those that require regulation, administrative data or a substantiated cost analysis.

01

Request an impact assessment

Clarify the scope of reserved activities, administrative costs, information protection and the legal powers of each competent authority.

02

Hear from the affected sectors

Consider submissions from the Office des professions, municipalities, practitioners, insurers and fire prevention representatives.

03

Use established public procedures

If a committee examines the bill, briefs and testimony can be received under National Assembly rules; the media can report the issues on a documented basis.

06

Questions worth examining

Must the registry be finished before the Order can be established?+

Not under the proposed sequence. The Act could establish the Order and its professional safeguards before the full documentary registry is operational. Filing obligations would commence one region at a time.

Read the provision · section 61Read the provision · section 66
How would a general tax and double billing be avoided?+

The proposed fee would apply only to eligible reports for buildings subject to the scheme. Its regulatory classification requires legal validation. The transitional $10 establishment fee would precede the ordinary filing fee, and the same report could not be charged twice.

Read the provision · section 35Read the provision · section 37
Would public authorities have to process every report?+

The proposal preserves the powers and processing procedures of competent authorities. It should not be described as creating a new general obligation to read or process every document.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
