I represent a municipality

I represent a municipality

More structured professional information for municipal files, without transferring decision-making power or creating a new duty to intervene.

Proposed timeline

Plan without bringing duties forward

The Order could regulate its members from launch. Municipal powers remain intact, and EDF_ identifier-linked documents, administrative transfers and registry alerts would apply only after regional activation. A verified count of covered buildings precedes government-set dates.

Working proposal — these pages do not describe an established professional order. The powers and requirements discussed depend on legislative adoption and applicable law.

01

How would this benefit us?

Beyond organizing reports, the proposal could help prevention teams target risks, pursue the objectives of local fire-risk coverage plans and make better use of municipal resources.

01

Building records kept together

Linking reports to buildings through their unique registry number (EDF_ identifier) could help authorized teams locate relevant findings faster. Fire prevention staff could spend less time searching for documents and gain a more complete picture before scheduling visits.

View supporting provision · section 21
02

More targeted prevention

Findings available within your jurisdiction could help identify buildings and areas needing greater attention. This could better equip your service to pursue fire-risk coverage plan objectives, without access to a finding creating any new duty to intervene.

View supporting provision · section 29
03

Time saved and resources put to better use

Logs of consultations and transmissions would make files easier to hand over between teams. By reducing repeated searches, a fire service could devote more resources to prevention, strengthen risk coverage and potentially save money over time, without guaranteed financial outcomes.

View supporting provision · section 34
02

What the proposal would change for you

Under the proposal, specified reports and notices would be filed in a provincial registry, linked to buildings through a unique registry number (EDF_ identifier) and made available to authorities whose functions justify access. Serious “requiring action” notices would be routed according to declared jurisdictions.

The proposed administrative transmissions (permits, building identity, jurisdiction and routing keys) may require changes to municipal systems. An interface would remain available where API integration is unavailable.

03

What it would not change

Municipalities would retain the powers granted by existing statutes, including their own assessment and the decision whether to use their regulatory tools. The registry would neither become an inspection authority nor issue repair orders.

The proposal imposes no new duty on municipalities to investigate, correct or intervene merely because they receive a notice.

04

How it could work in practice

01

An inspection leads to a serious notice concerning a building in your municipality. The professional remains responsible for the finding and files it; the notice becomes available to the authorities associated with the relevant field.

02

Your service can consult the finding within its authorization, see its date, status and history, then decide what steps, if any, are warranted under its existing powers. The registry records the communication rather than deciding for you.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

Bring the initiative to the attention of local elected officials, provincial authorities and regional newsrooms. Explaining its possible effect on municipal prevention can help bring the proposal into public discussion. A future parliamentary consultation could also allow your municipality to present its experience.

01

Contact decision-makers

Bring the proposal to your municipal council, your member of the National Assembly and the ministry responsible for fire safety. Explain the potential connections between the registry, prevention priorities and local fire-risk coverage plans.

02

Reach out to local newsrooms

Suggest a story about the challenges of locating building reports and the proposed ways to address them. Use general or anonymized examples and do not disclose confidential information.

03

Prepare for a possible committee hearing

If parliamentary consultations are opened, your municipality or municipal association could submit a brief and express interest in appearing. Oral hearings are subject to the committee’s procedures and invitations.

No endorsement by the UMQ, FQM or ministry is implied. Administrative integration costs remain to be assessed.

06

Your difficult questions

Does this create a mandatory new budget? +

Integration and access management may carry transition costs, including interfaces and training. The proposal does not demonstrate net savings or set out a new municipal financial obligation here. Implementation arrangements would need to be assessed when introduced.

Administrative transmissions · section 15
Would the municipality become responsible for every reported issue? +

No. The registry documents and forwards specified professional acts and notices. Jurisdiction, existing legal duties and decisions remain governed by applicable fire-safety law, with no additional duty imposed by OPSI.

Proposed Act · section 53
What if two authorities are connected with one building? +

The proposal permits multiple connections to one EDF_ identifier and preserves the history of changes. OPSI does not determine legal jurisdiction; existing proposed declarations and administrative procedures organize the information.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
