Section 9 of the proposed Act would expressly authorize competent engineers and professional technologists to perform the same OPSI acts as PSI members, with the same rights and duties under that framework.

Proposed schedule

Distinct authorizations remain intact

OIQ and OTPQ are separate professional orders. The proposal does not automatically grant technologists the same reserved activities as engineers or give the proposed Order disciplinary authority over their members. Full filing duties would begin only after regional activation.

Working proposal — these pages do not create a professional order. The described powers and duties would depend on adoption of the bill and the applicable laws.

01

How would this benefit us?

The proposed registry could make eligible documents easier to locate without replacing professional legislation, applicable technical standards or the signatory’s professional judgment.

01

Existing scopes of practice are preserved

An engineer or professional technologist with the necessary competence could perform all acts authorized for PSI members by the OPSI Act, without an additional PSI permit. Section 9 would apply the same competence, signature, reporting, filing, correction and responsibility requirements. Individual practice restrictions would continue to apply.

Read the provision · section 9
02

Clearer accountability for signed reports

Once a region is activated, a report within the filing requirements could be linked to the building and responsible professional, helping authorized users find the author and correct version.

Read the provision · section 16
03

No duplicate technical approval

Filing a document does not amount to a second technical approval of engineering calculations, design or work.

Read the provision · section 16
02

What the proposal would change for you

Article 9 preserves work you are already legally qualified to perform. If you sign a document in a category subject to filing, the proposal assigns filing responsibility when the region is activated, under the legal rules.

During the preliminary administrative phase, full PDFs and building registry numbers would not be required. Whether monthly reporting and fee-collection rules could apply to members of other professional orders requires separate legal review.

03

What it would not change

The OPSI Order cannot grant engineering or professional technology authorization or redefine the scopes of OIQ and OTPQ. Being a technologist does not automatically authorize an act reserved to an engineer.

Competence, independence, ethics, insurance, oversight and professional discipline would continue under your own order and the laws governing your work.

04

How it could work in practice

01

You complete an assignment within your existing authorization and sign or approve only the documents you may lawfully sign.

02

After activation in the region, if the document is subject to filing, the responsible professional files it against the building ID; the registry does not revalidate the technical judgment.

05
CONTACT POLICYMAKERS AND THE MEDIA

How you can contribute

You can bring the proposal to your professional order and relevant government officials so that boundaries of practice and registry requirements are clearly reviewed.

01

Inform your professional order

Send sections 9 and 16 to OIQ or OTPQ and raise practical questions about how documents would be shared.

02

Contact professional-system officials

Reach out to the ministry overseeing professional legislation, the Office des professions or an MNA to request scrutiny of authorizations and the transition.

03

Participate when public consultations open

Newsrooms and parliamentary committees may accept input under their own rules. An invitation to testify cannot be promised.

06

Your difficult questions

Must I join OPSI because I am a member of OIQ or OTPQ?+

Not solely to perform an activity already authorized under your own legislation. Separate filing duties may nevertheless apply to an eligible report after regional activation.

Read the provision · section 9Read the provision · section 16
Can a professional technologist automatically perform the same acts as an engineer?+

No. Each person must verify their own legally permitted activities, authorizations and conditions. The registry grants no new professional rights.

Read the provision · section 9
Could the new Order inspect or discipline me?+

Not for professional practice governed by OIQ or OTPQ. Your own order retains its oversight and disciplinary powers; the registry is not a technical approval authority.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
