I am a professional or practitioner

Pathways that recognize real competencies, together with clearer and more demanding individual professional accountability.

Proposed timeline

Admission and reporting: different schedules

Once the Order is operating, admission, competency and disciplinary functions could begin. The professional concerned or employer would submit monthly counts of eligible reports and $10 fees as legally required, without PDF filing or EDF_ identifiers before regional activation. Reserved acts have a separate timetable.

Working proposal — these pages do not describe an established professional order. The powers and requirements discussed depend on legislative adoption and applicable law.

01

How would this benefit us?

Recognition of demonstrated skills and traceability of professional work could lend more weight to what you do while clarifying responsibilities and practice requirements.

01

Experience recognized more clearly

A competency-based framework could consider your training, experience and qualifications when defining permitted activities. The pathway could be clearer to employers and clients, subject to the criteria eventually adopted.

View supporting provision · section 6
02

Reports that demonstrate your diligence

A filing that identifies the professional, date and document could make it easier to show what was checked and the scope of the work. Your signature would remain associated with your actions rather than becoming lost in an employer’s files.

View supporting provision · section 21
03

A record that follows your career

Subject to authorized access, you could retrieve reports for which you remain responsible after changing employers. This continuity could help substantiate earlier follow-up and reduce the need to reconstruct your own records.

View supporting provision · section 19
02

What the proposal would change for you

The proposal uses a single professional permit, demonstrated competencies and tailored statuses or limitations. During initial admission, a transitional member could perform only expressly authorized acts and would be subject to ethics, insurance, professional inspection and discipline.

Specified reports and notices would be filed in the registry. The professional must validate the final document even when an assistant or software sends it. Continuing education and the ability to substantiate findings would form part of professional oversight.

03

What it would not change

Activities outside the statute’s reserved acts, including installation, repair and maintenance work excluded from that reservation, would not automatically become OPSI-reserved activities. Rights of other legally authorized professionals remain intact.

The registry would not turn the fire-safety professional into an engineer, municipal inspector or authority empowered to order corrections. Professional judgment must remain independent even when the professional is employed.

04

How it could work in practice

01

An experienced practitioner applies for admission. The Order would review qualifications and, where the rules permit and public protection justifies it, could grant limited transitional membership instead of unrestricted practice.

02

During an inspection within their authorization, the member records findings, checks the PDF and essential metadata, and files or authorizes filing. Any special notification deadlines for serious risks would still apply.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

Bring the proposal to colleagues, industry representatives, elected officials and newsrooms. Professionals who carry out inspections, tests and verifications can help the public understand why competence and documentary traceability matter.

01

Contact decision-makers

Write to your MNA and the responsible ministry to raise awareness of the initiative. Explain how skill recognition and accountability for reports could contribute to public protection.

02

Bring the story to the media

Tell journalists about the realities of the work and the challenges posed by scattered files. Use anonymized situations and make clear that this is still a working proposal.

03

Prepare for a committee appearance

If parliamentary consultations are announced, you or your professional association could submit a brief and express interest in testifying. Oral appearances depend on an invitation from the committee.

06

Your difficult questions

Would there be costs and extra work? +

Yes. Admission, insurance, training, documentation and records may create real burdens. In return, the proposal seeks verifiable competencies, personal responsibility and public-protection remedies; no financial gain is guaranteed.

Professional liability insurance · section 1 Proposed Act · section 6
Does transitional membership expire automatically? +

No. The proposal allows reassessment and renewal with no automatic maximum duration. However, only acts recorded as authorized are permitted, and advancement to regular status is never guaranteed.

Initial admission · section 10
Could I face discipline for a misleading finding? +

Under the proposed regime, an Order member would be subject to professional inspection, disciplinary officers and discipline. Findings must be objective and supported; an employer cannot require a finding to be concealed to protect its interests.

Professional ethics · section 26 Professional ethics · section 33

Records and personal accountability. Each FSP would remain accountable for their signed acts. Employees would not need duplicate archives if an employer preserves a compliant record and ensures necessary lawful access, including after departure. Read the draft regulation

Signing and filing for another person’s building

A person could not sign, authenticate, approve or file a professional registry document for a building they own, even in part, or effectively control. This condition would apply to every signatory or filer, whether an OPSI member or not, including for the PDSI and professional notices. Another legally authorized person would have to sign or approve those documents. Owners could prepare them materially, lawfully maintain their building and report facts about a danger requiring verification free of charge. Employment alone does not constitute effective control. This is a registry condition; each order’s disciplinary jurisdiction would remain unchanged.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
