I am a building owner or manager

Voir l’article 48.

I am a building owner or manager

Findings that are easier to follow and trace, without turning the registry into an inspector or court.

Proposed timeline

One $10 fee per eligible report

Only owners of buildings covered by the scheme would bear the $10 regulatory fee per eligible report, even if a third party contracts for the work, under arrangements requiring legal validation. Report counts may reflect genuinely necessary inspections and tests, not automatically floor area or property value. A multi-building report, its administrative corrections and retransmission would not be charged repeatedly. PDFs and EDF_ identifiers would become mandatory only after regional activation.

Working proposal — these pages do not describe an established professional order. The powers and requirements discussed depend on legislative adoption and applicable law.

01

How would this benefit us?

A clearer document history could make building management easier: finding the right reports, scheduling corrections and substantiating work that has actually been verified.

01

Less time searching for records

An appropriately identified person could request building documents they are legally entitled to receive. When a manager or contractor changes, relevant reports could be easier to recover without repeating the entire search process.

View supporting provision · section 14
02

Better-planned corrective work

Notices would distinguish identified problems, remedial steps and applicable deadlines. This could help prioritize corrections, coordinate contractors and avoid poorly sequenced work, without replacing existing obligations.

View supporting provision · section 29
03

Clearer evidence of verified correction

The registry would preserve the initial finding and subsequent steps, including a correction notice following verification. You could better demonstrate a file’s documented status to an authorized party without treating a repair commitment as a confirmed correction.

View supporting provision · section 31
02

What the proposal would change for you

Reports and notices covered by the proposal would be linked to the building file. An identified owner or authorized representative could request documents they are legally entitled to receive, with third-party information protected.

Serious non-compliance would be classified according to whether it is actually being addressed. The registry would preserve dates, age and status changes. A new professional assessment would identify changed circumstances, disagreement between professionals or both under section 12 of the registry regulation.

03

What it would not change

Maintenance, repairs and operating decisions remain the responsibility of the persons designated under applicable law. A filed notice is not automatically an OPSI order to repair.

The proposal does not make all records public or grant owners unrestricted access to other buildings or third-party information.

04

How it could work in practice

01

A report identifies a serious deficiency in equipment. The person responsible is notified and the notice is classified as “being addressed” or “requiring action” according to the documented circumstances.

02

After remedial work, an authorized person checks the correction within the scope of that verification and files the appropriate notice. The file preserves the original finding date and the history instead of erasing the previous problem.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

Bring the initiative to elected officials, property associations and newsrooms covering building maintenance and safety. Making the challenges of managing inspection reports more visible can contribute to public examination of the proposal.

01

Contact your MNA

Bring the initiative to your representative in the National Assembly and the responsible ministry. Highlight the usefulness of building histories that are easier to locate and corrections that are better documented.

02

Raise the issue with journalists

Suggest a story about reports that are lost when ownership or management changes. Do not send personal documents or confidential building information.

03

Watch for future parliamentary consultations

If a consultation opens, you or your association could submit a brief and express interest in appearing. The committee determines which participants are invited to testify.

The proposal would not guarantee lower insurance premiums or make repairs or documents free of charge.

06

Your difficult questions

Could a notice lead to costly work? +

Yes. Depending on applicable safety requirements, correction or professional verification may entail costs. But the registry does not order that work: it documents what was found and what was actually done.

Proposed Act · section 31
Can I challenge a finding? +

Professional agreement would be required only to challenge, on unchanged facts, whether the finding was mandatorily reportable non-compliance; without agreement, the competent authority would decide. Documented developments, such as credible action, compensatory measures or verified correction, could update the status without that agreement while preserving the earlier finding. See section 31.

Registry regulation · section 11
Will an insurer see my whole file? +

No. The insurer would see only the existence, nature and deadline of a current notice requiring action and the minimal incidental-origin indication. A quotation would allow a single justified and logged consultation through the interface or an authorized API, without reports. An increase attributable to an incidental finding would first require telephone contact with the insured and three complete grace days; no such increase if the notice is then being addressed or closed. See section 48.

Two complementary record safeguards. The registry would remain the official reference for filed reports. The FSP or their organization would separately keep necessary supporting records. A successor custodian would preserve those records without automatically approving earlier reports. Read the draft regulation

Signing and filing for another person’s building

A person could not sign, authenticate, approve or file a professional registry document for a building they own, even in part, or effectively control. This condition would apply to every signatory or filer, whether an OPSI member or not, including for the PDSI and professional notices. Another legally authorized person would have to sign or approve those documents. Owners could prepare them materially, lawfully maintain their building and report facts about a danger requiring verification free of charge. Employment alone does not constitute effective control. This is a registry condition; each order’s disciplinary jurisdiction would remain unchanged.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
