Find and understand relevant findings more easily while distinguishing receipt of information from the decision to act.

Proposed timeline

Prevention: professional oversight first, report access later

Professional oversight could begin before the registry. During transition, no new EDF_ identifier search or missing-filing alert would be required; after regional activation, authorized report access could support prevention personnel and fire-risk coverage planning without a new duty to intervene.

Working proposal — these pages do not describe an established professional order. The powers and requirements discussed depend on legislative adoption and applicable law.

01

How would this benefit us?

Information available when it matters could help a fire service plan prevention, prioritize risks and maintain consistent follow-up even as personnel change.

01

Notices linked to the right building

Serious notices relevant to your service could be routed and found sooner, subject to authorized access. Prevention staff could identify cases needing assessment without repeated efforts to obtain reports.

View supporting provision · section 28
02

Priorities informed by changing risk

A timeline connecting an initial finding, remedial action and verified correction could distinguish unresolved risks from situations already followed up. Teams could then organize visits and follow-up more effectively within existing resources and powers.

View supporting provision · section 15
03

Continuity when teams change

Preserving original reports and their versions would let new staff understand what has already been documented. Less duplicate searching could mean more time for prevention and more consistent progress toward fire-risk coverage plan objectives.

View supporting provision · section 24
02

What the proposal would change for you

Authorized service personnel would be able to consult filed professional findings, including permitted dates, classifications, status changes and supporting documents. Structured searches may improve follow-up without implying that the registry captures everything.

Serious notices would be routed through a defined process. Receiving one would not, by itself, create an additional duty for the service to decide or intervene.

03

What it would not change

Prevention activities, emergency response, statutory inspections and operational decisions remain governed by the laws and organization of your service.

OPSI would neither direct the service nor replace its on-site judgment. An emergency call must never wait for an administrative filing.

04

How it could work in practice

01

An inspection report identifies a serious deficiency that is not being addressed. The professional files the notice under the proposed rules, and an authorized service user sees the permitted details and chronology.

02

The service can compare that information with its own records and decide on any follow-up under its powers. Document corrections and status changes remain traceable.

05
CONTACT DECISION-MAKERS AND THE MEDIA

How you can contribute

Bring the proposal to your management, elected officials responsible for fire safety and regional newsrooms. Operational experience can illustrate the value of access to findings without suggesting that the registry creates an automatic new duty to intervene.

01

Speak with management and elected officials

Explain to your management, municipal leaders and MNA the practical challenges of tracking reports. Show how building-linked records could support prevention.

02

Contact regional journalists

Bring the issue of scattered reports and continuity of fire-safety follow-up to local newsrooms. Describe the proposed system using anonymized examples rather than confidential incident files.

03

Participate when parliamentary hearings open

If a committee consults on the proposal, your service or representatives could submit a brief and request an opportunity to share operational experience. Oral testimony would depend on the committee’s rules and invitations.

06

Your difficult questions

Is this another IT system to manage? +

Procedural changes and staff training may be necessary. The proposal includes structured exchanges through an interface or API, but practical integration and costs will need to be planned; duplicate data entry will not automatically disappear.

Administrative transmissions · section 15
Does the registry certify that a building is safe? +

No. It is a record of documents received. Missing inspections, unknown equipment or absent information are neither certification of compliance nor proof of a violation.

Registry regulation · section 52
Who decides what to do after receiving a notice? +

The service or authority legally empowered to act under its applicable rules. OPSI notification and documentary follow-up transfer no new intervention power or duty.

Proposed Act · section 53

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
