Why incorporate the non-profit.What it would aim to achieve.

The key to better professional oversight in fire safety.

Expedited cross-party adoption · not enacted

The preparatory mission remains the same.

The OPSI initiative continues to advocate reform and inform the public. Fast-track seeks an Act establishing the Order; the future professional board, its roll, powers and funding are separate from the non-profit being prepared.

As a non-partisan preparatory initiative, OPSI will seek cooperation from parties represented in the National Assembly to encourage expedited, cross-party adoption of the Act, without assuming an agreement or bypassing consultations.

Purposes of the organization

Trois objets pour
carry the initiative forward.

Orientation institutionnelle facultative — terminologie.
Purposes of the organization

Three purposes to
carry the initiative.

Three distinct purposes: professional oversight, the central registry, and mandatory reporting of certain non-compliances.

1

Professional oversight

Promote, from a public-protection perspective, improved professional oversight of fire-safety activities in Québec and work primarily toward the creation of a distinct professional order responsible for that oversight.

In plain terms. This is the principal purpose: document, promote and advance professional oversight centred on protection of the public, with the creation of a distinct professional order as the primary path.

2

Central registry

Promote, as part of the establishment of the professional order referred to in the first purpose, a central Québec fire-safety registry whose administration would be entrusted to that order in accordance with applicable legislation, in order to foster the centralization, availability, traceability and retention of relevant professional information.

In plain terms. A shared infrastructure to be administered by the future Order, for filing, retrieving and preserving the reports and documents covered by the proposal.

3

Mandatory reporting of non-compliances

Promote the establishment, within the central registry referred to in the second purpose, of a statutory or regulatory mechanism requiring the reporting and registration, in that same registry, of certain fire-safety non-compliances under documented action or requiring action, in order to facilitate follow-up and contribute to the protection of the public.

In plain terms. Require covered non-compliances to be reported and registered in the central registry under a statutory or regulatory mechanism, with follow-up appropriate to their status; the proposal creates no separate reporting obligation for owners.

Legal clarification. This page presents three proposed purposes for the non-profit. They must be confirmed in its letters patent when it is incorporated, in accordance with applicable requirements.
Optional institutional orientation — terminology. As part of its public-protection mission, the future Order promotes clarity, precision and consistency in professional fire safety terminology. To that end, it may collaborate with the Office québécois de la langue française (OQLF) and competent organizations, submit observations or terminology proposals, and contribute to the development of specialized resources, while respecting applicable standards and each body’s jurisdiction. Such optional collaboration could cover reports, inspections, professional findings, fire safety plans and technical documents. Distinguishing “PSI” (fire safety practitioner) from “PDSI” (fire safety plan) is one possible proposal; it does not impose a duty to act, confer technical standard-setting powers or bind the OQLF or other organizations.
Protected purposes. Changing the purposes or the priority of creating an independent Order, or favouring an existing order, would require 75% support from directors and 75% of valid votes cast by voting members. Read about membership, donations, the Promotion Fund and the non-profit's proposed bylaws.
No pecuniary gain. The corporation’s activities are carried on without pecuniary gain, and all of its revenue and property are devoted to the achievement of its purposes.

Your browsing.

A consultation website without advertising.

A consultation website

Public explanatory pages and proposed legal texts can be read without an account. The consultation is not the future central fire-safety registry. No advertising tracker is added.

Accounts and contributions

The database stores your email, public display name, password hash, sponsorship history, comments, voting identifiers, moderation decisions and security audit events. Your email is not displayed publicly. The president and authorized administrators have role-limited access.

Public comments and archives

Published contributions, their public display names and their approved revisions may be consulted and used in an OPSI consultation brief. A comment refers to a precise version of a proposed section. Non-public drafts and sponsorship email addresses are not part of public archives. The participation FAQ explains moderation, retention and requests for correction or withdrawal.

Aggregate audience counts without consent

The public consultation server counts requests by public page, UTC day and hour, successful OPSI document downloads, and selected feature activations, even if you decline optional cookies. The MySQL counters contain no IP address, browser identifier, fingerprint, browsing history, full URL or personally identifiable event record. Counts are requests or actions, not unique visitors or completed reading. Aggregate counts are kept for trend analysis without a defined automatic expiry.

Optional audience statistics

Only if you actively agree, OPSI also uses a signed pseudonymous browser cookie for session and page history, estimated active time, coarse browser/device/OS information, campaign source, referral domain, time-zone offset, approximate viewport dimensions, scrolling and game/feature-use events (never answers or typed text). No IP address or complete user-agent string is kept in these optional statistical records. The data are accessible only to the president and kept for 395 days by default (the hosting retention value may differ). Withdrawal stops tracking immediately and requests deletion of the associated browser history. A browser does not prove a unique person.

Technical and security logs

The host, web server and security services may separately process IP addresses to protect the infrastructure, prevent abuse and investigate incidents when demonstrably necessary. Such technical records are not joined to audience statistics or used to reconstruct the journeys of people who refuse tracking. Their actual fields, authorized access, retention and deletion schedule, as well as Apache/proxy logs and backups, must be verified and documented with the hosting provider before launch; PHP cannot control their expiry.

Cookies and local progress

Sign-in uses a secure session cookie. A signed browser identifier limits repeated votes, without proving a unique person. With your separate optional agreement, the site can save learning progress and the history of questions you submit on your device (up to one year). Without agreement, learning and question history remain only in the current page memory; the games still work. Theme changes and game scores use local preferences. Technical rate-limit records are periodically purged. You can change or withdraw optional choices from the footer.

Email

Verification, sponsorship and account-recovery messages use the server-configured transport. When Microsoft Graph is enabled, necessary delivery information is sent to that service. Delivery is not guaranteed merely because the service accepted a message.

Retention and your requests

Legislative archives and contribution history are retained for consultation traceability; withdrawal normally hides a comment without erasing its history. Exceptional redaction is separately controlled and logged. Contact info@opsi.info (privacy officer contact for this project, subject to confirmation of the designated person) for access, correction, withdrawal or retention questions. Pseudonymized records remain personal information; counters created without identifiers must not be misrepresented as anonymization of existing personal data. The operator must validate the legal grounds and retention schedules. This implementation is not a legal compliance certificate.
